The Nagoya International Center has several free consultation services available.

  • When: Saturdays 10:00 – 12:30
  • Reservations: To make an appointment, please leave your name & phone number on the answering machine at 052-581-6111. A counseling staff member will call you back to schedule an appointment with you.

★Free Civic Advisory Service for Foreign Residents 外国人行政相談 Go to Top
A “Gyoseishoshi” provides information & advice to foreign residents on anything related to government administration such as labour laws, immigration procedures, divorce, taxation, and national health & pension programs.

Since 1989 Gyoseishoshi have been authorized by the government to represent foreign nationals in immigration-related documentation procedures.
They can assist you with certificate of eligibility applications, change of status of residence applications, extension of period of stay applications, permanent residence applications, certificate of authorized employment applications, and much more.

  • When: Japanese, English, Spanish, & Portuguese – Tuesday & Saturday (10:00 – 12:00 & 13:00 – 17:00). Service also available in Korean (Sat. 13:00 – 17:00), Chinese (Tue. 13:00 – 17:00; Sat. 10:00 – 12:00 & 13:00 – 17:00), and Filipino (Sat. 13:00 – 17:00). This service is also available on national holidays. Reservations not required.

Professional native English-speaking counselors are available to provide support to foreign residents who have difficulties with their lives in Japan. Counseling is also available in Portuguese, Spanish, Chinese.

Professional counselors are on hand to provide advice and information on education. We can help you with information regarding schools, admissions, daily life, and potential issues. If you fall into one of the below categories, we may be able to assist you with your enquiries.

  • Foreign nationals and their children.
  • Japanese returnees and their children.
  • People who plan to relocate to Japan.
  • People who are leaving Japan, and returning to their country.

Counselors can also answers questions via e-mail, fax, or letter. Fax: 052-571-4673 e-mail

Free Counseling Service for Refugees and Asylum Seekers 難民相談 Go to Top
In conjunction with the Kobe-based Refugee Assistance Headquarters (RHQ), the Nagoya International Center provides a counseling service for refugees, convention refugees, their family members, and asylum seekers. The counseling service is for free of charge. Confidentiality is guaranteed.

  • When: Every Thursday (10:00 – 16:00); on the Wednesday before if the Thursday is a national holiday.
  • Languages: English and Japanese only.
